I did actually find that app online, but thought it was not the one you were referring to. You must have changed the spelling, right?
Damn autocorrect had the spelling wrong when I first posted. I noticed later and went back and corrected it. Pixlromatic is the name of the app. You can get it for free for your iPad in the app store.
